NFL FLAG 5v5
NFL FLAG's rule changes page lists 11 changes that took effect with the fall 2024 league and tournament seasons. The page carries no 2026 changes, and the rulebook on its rules page is the March 24, 2025 revision.
possessionFall 2024
Pitches, laterals and backward passes must happen behind the scrimmage line. A shovel pass counts if it is caught past the line.
foulsFall 2024
Up to two rushers, each with a hand raised until the snap, rushing from behind the 7-yard rush line.
foulsFall 2024
A rusher must go at the snap; a delayed rush is a penalty. A defense never has to rush.
possessionFall 2024
A fumble is not dead until it reaches the ground. The defense may catch and return a backward pitch or pass thrown behind the line.
possessionFall 2024
On fourth down the referee asks the coach to choose: punt or play; no answer risks delay of game.
fieldFall 2024
Each play starts with the ball at the center of the field's width. The offense may ask to move it toward a sideline, never closer than 10 yards.
officiatingFall 2024
Coaching players through an electronic device is unsportsmanlike. The head coach and any player using it are removed from the game.
foulsFall 2024
A runner who jumps or leaps ends the play where it happened; jump cuts are still allowed.
foulsFall 2024
New foul: illegal contact, 5 yards from where it happened. If the offense does it, the offense also loses the down. If the defense does it, the offense gets a first down.
fieldFall 2024
In 7U and 6U, the defense usually lines up 5 yards off the ball. Inside the 5-yard line, that drops to 3 yards.
scoringFall 2024
New clear-path foul: when a defensive foul stops an obvious touchdown, the touchdown is awarded.
USA Flag 5's
USA Football posts 2 versions of the 2026 USA Flag 5's book, v2026.1 and v2026.2. It posts no list of changes, and the books do not mark them. So nothing is listed here.
USA Flag 7's
USA Football posts no list of changes for the v2026.2 USA Flag 7's book. The book does not mark changes either. So nothing is listed here.
NFHS (girls' high school)
NFHS approved eight changes for 2026-27, its second rulebook. The biggest lets a team still trailing after its try keep the ball.
possession2026-27
A team that scores but still trails after the try can keep the ball. It gets 4th down from its own 20. Before, the other team always started at its own 14. NFHS calls it flag football's onside kick.
scoring2026-27
After a safety, the team that gave it up now kicks from its own 20. It is a scrimmage kick. Before, the scoring team snapped from its own 30.
field2026-27
States get a 4th field size to pick: 300 by 160 feet. The other 3 are 300 by 120, 360 by 120 and 360 by 160.
officiating2026-27
States may allow instant replay, in state postseason games only.
players2026-27
Every team starts with 7. A team with no substitutes left for an injured or disqualified player may keep playing with as few as 5.
fouls2026-27
Hurdling gets a definition: jumping feet or knees first over an opponent who is still on their feet. It was already a foul but had not been defined.
clock2026-27
Each team gets 3 charged timeouts per half, up from 2.
fouls2026-27
Clarifies that no player on either team may bat, strip or try to strip a ball a player is holding.
equipment2026-27
A rules reminder limits what may be attached to tooth and mouth protectors, starting with the 2026 season. Arm sleeve specifications follow in 2027.
California (CIF)
California uses the NFHS changes. Its 2026 list adds a clock stop at 2:00 of each half. It also words the safety restart its own way.
clock2026-27
The clock now stops at 2:00 of each half and restarts on the snap. In 2025-26 CIF treated it as an optional extra timeout; it no longer counts as one.
possession2026-27
CIF explains the NFHS keep-the-ball option. The trailing team gets 4th down from its own 20. If it misses the first down, the other team takes over where the play ends.
CIF 2026 Rule changes, 2-36-10, 3-4-3-l, 4-1-1, 8-3-9 exception
scoring2026-27
After a safety, play restarts from the 20. CIF's note does not mention the scrimmage kick in the NFHS wording, and CIF does not allow place kicks.
IFAF Flag Football
The newest IFAF flag rulebook found is the 2023 edition, effective May 1, 2023. There is no 2026 edition to compare, so nothing is listed for 2026-27.
College Flag Football
The college book covers 2 seasons, 2025-26 and 2026-27. Its big changes started in 2025-26. They still apply in 2026-27.
equipment2025-26 and 2026-27
Tinted eyewear is no longer banned.
clock2025-26 and 2026-27
One 30-second play clock is used for the whole game.
clock2025-26 and 2026-27
A two-minute timeout. The referee stops the clock at 2:00 of quarters 2 and 4. If a play is going on then, the clock stops when it ends.
fouls2025-26 and 2026-27
More acts now count as unsportsmanlike conduct.
fouls2025-26 and 2026-27
New foul for the defense. Defenders may not hold, push or block with hands or arms. This applies before a pass and on a run. It costs 5 yards and gives a first down.
